Since the "Twelfth Five-Year Plan for the Pesticide Industry" and the "Twelfth Five-Year Plan for the Biological Industry" were put forward, it has been pointed out that by 2015, high-efficiency, safe, economical and environmentally friendly pesticide varieties will account for more than 50% of the total output. The output of poisonous and high-residue varieties will drop from the current 5% to 3%, and the proportion of bio-pesticides is expected to further increase. Therefore, the biopesticide industry borrowed the warm air of the policy at the beginning of the 12th Five-Year Plan period, and its sales revenue increased at an average annual rate of 47% (2011-2012).

Since 2014, national policies on highly toxic pesticides and pesticide residues have been promulgated, focusing on the promotion of biological pesticides.
